City first, then Orange County

Orlando is the county seat of Orange County, and a business inside city limits deals with both governments. The City of Orlando requires a business tax receipt before a business opens, and it issues a Certificate of Use together with it. The Orange County Tax Collector lists Orlando among the cities that require a municipal receipt, and says that receipt has to be in hand before you apply for the county one.

Orange County adds a 6% tourist development tax, and it is administered by the Orange County Comptroller, not the Tax Collector.

That is two taxes collected from guests and paid over to two different bodies. Until they are paid, the amounts collected are liabilities. Recording them as income makes the rental look better than it is and leaves the business short when the returns come due.

What a proper month end looks like

A monthly close has a set order. Transactions are recorded and categorized, each bank and card account is reconciled to its statement, taxes collected are checked against what is owed, and anything unusual is flagged before the period is settled. What comes out is a profit and loss and a balance sheet that you can hold next to last month's.
